Diversity Affairs


The Diversity Affairs Section is one of four sections in the ODNR's Office of Human Resources. It ensures that the Department is in compliance with:

  • state and federal Equal Employment Opportunity and
  • Affirmative Action mandates, (The Civil Rights Act of 1964-Title VII),
  • Americans with Disabilities Act (ADA),
  • Executive Orders 83-64 (sexual orientation-protected class),
  • Executive Orders 87-30 (affirmative action policy-minority recruitment and Section 4112 of the Ohio Revised Code).

Additionally, this section is charged with the development and implementation of a pro-active, interrelated programs for

  • specialized job training,
  • career development,
  • continuing education,
  • workforce development,
  • mentorship/partnership and
  • outreach programs designed to enhance recruitment and employee retention.

The Diversity Affairs Section consults with managers and employees on Equal Employment Opportunity related issues. Incidents that relate to employment discrimination in

  • hiring and firing;
  • compensation, assignments, or classification of employment;
  • transfers, promotions, layoffs, or recalls;
  • recruiting;
  • testing;
  • pay, disability leave and other terms and conditions of employment

Employees or applicants should report acts of discrimination and harassment immediately to:

  • Ohio Department of Natural Resources (Office of Human Resources/Diversity Affairs Section),
  • Ohio Department of Administrative Services, Equal Opportunity Division (EOD)
  • Ohio Civil Rights Commission (OCRC); or
  • Equal Employment Opportunity Commission (EEOC)

The Diversity Affairs Section offer EEO legislative interpretation based on federal anti-discrimination legislation. The major laws that governed EEO are Title VII of the Civil Rights Act of 1964, as amended which prohibits employment discrimination basis on race, color, religion, sex (including sexual harassment) and national origin; the Americans with Disability Act (ADA) which forbids employment discrimination on the basis of disability, the Age Discrimination in Employment Act of 1964, as amended (ADEA) forbids discrimination on the basis of age (40 years or more). Also, state legislation, The Ohio Revised Code-Section 4112 and the Ohio Administrative Code, Section 123:1-49-01.

Deadlines are important. Complainants have 30 days after the alleged discriminatory act to file a claim with our office and EOD. OCRC complainants must file their claim within 180 days of the alleged discrimination incident. With EEOC complainants must file within 300 days of the alleged discrimination incident.

Other duties of the section include:

  • researching and compiling various EEO/Affirmative Action plans & information reports,
  • conducting investigations of internal discrimination complaints,
  • preparing discrimination investigation reports,
  • implementing and maintain various information systems to meet reporting requirements of state and federal agencies (EEO and AA statistical data),
  • preparing reports,
  • conducting surveys,
  • writing position statements
  • assisting Office/Division with statewide recruitment
  • monitoring ( pre-screening, interviewing, hiring) to ensure compliance with specific EEO and AA regulations.
  • being liaison with federal and state EEO/AA agencies and colleges, universities, minority business and community groups to make them aware of opportunities within the agency (employment & business).
  • developing, coordinating, conducting various training programs (i.e. sexual harassment, cultural diversity, ADA).
