H. R. Collins Laboratory After-hours
& Weekend Usage Policy

The Conference Room and Learning Center (CRLC) at the H. R. Collins Laboratory (HRCL) is intended primarily for use by divisions and offices of the Ohio Department of Natural Resources (ODNR) during normal business hours (8:00 a.m. to 4:30 p.m., M–F).

  • ODNR and non-ODNR groups requesting use of the CRLC during normal business hours or after-hours/weekend periods are considered on a case-by-case basis depending on the type of group and purpose of the meeting. Groups must have an organizational mission parallel to that of ODNR (i.e., natural-resource/outdoor-recreation related). Greg Schumacher, HRCL Facility Coordinator, and/or his supervisors will be responsible for considering if a group is appropriate for use of the facility. The Division Chief or Assistant Division Chief will also review conference room usage requests that are denied.
  • ODNR groups will be granted after-hours or weekend access to the CRCL in order to conduct state business as long as the meeting is not open to the general public. After-hours and weekend meetings and events open to the general public are discouraged.
  • After-hours and weekend access to the CRCL by non-ODNR groups is allowed only when Division of Geological Survey or Division of Watercraft personnel are on the premises. A designee from the group requesting use of the CRCL must make arrangements with the HRCL Facility Coordinator to obtain training concerning use of the facility, procedures for accessing and securing the HRCL, and guidelines for proper record keeping required for all meetings.
  • Members of Coast Guard Auxiliary 18-07 are exempted from having Division of Geological Survey or Division of Watercraft personnel on the premises for after-hours or weekend business meetings and training sessions. However, for Coast Guard Auxiliary events open to the general public, personnel from one of those Divisions are required to be on the premises. A designated Coast Guard Auxiliary representative or alternate must make arrangements with the HRCL Facility Coordinator for training concerning the use of the facility, procedures for accessing and securing the Laboratory, and guidelines for proper record keeping required for all meetings.
