
Coastal Resources Advisory Council
Mission: To advise the Director of ODNR on the Ohio Coastal Management Program and to promote, protect, enhance, and encourage the wise use of Lake Erie's coastal resources and its watershed.
The Coastal Resources Advisory Council is defined in Ohio Revised Code Section 1506.12 to:

Advise the director on coastal management laws.
-
Recommend to the director such policies and legislation as are necessary to preserve, protect, develop, and restore or enhance the coastal resources of the state;
-
Review and make recommendations to the director on the development of policies, plans and programs for long-term, comprehensive coastal resource management, including, without limitation, the coastal management program document.

Recommend to the director ways to enhance cooperation among governmental agencies.

The 19 members of the Coastal Resources Advisory Council are appointed to four-year terms by the ODNR director in accordance with Ohio Revised Code Section 1506.12. Members represent a broad range of interests, experience, and knowledge relating to the management, use, conservation, protection and development of coastal area resources.
The council is required to have at least one member from each shoreline county (Lucas, Sandusky, Ottawa, Erie, Lorain, Cuyahoga, Lake and Ashtabula) and at least one shall be a public official of such a county; at least three individuals who own private littoral property in a shoreline county; at least one public official of a municipal corporation that is located in a shoreline county; at least two individuals who are members of the Ohio association of realtors and whose places of business as specified in section 4735.16 of the Revised Code are located in the shoreline area; and at least two individuals with experience in residential and commercial land development in the shoreline area. Additionally, no more than ten members of the council shall be from the same political party.

Sandy Bihn
|
Sandy Bihn is the executive director of the Western Lake Erie Waterkeeper Association which is licensed by the international Waterkeeper Alliance. She is a member of Oregon City Council and president of the Toledo Lighthouse Society. She has been part of the Great Lakes Collaboration and Healing Our Waters efforts since 2003. She is also with the Lake Erie LAMP and the Western Lake Erie Basin Partnership. Ms. Bihn has a masters and undergrad degree in Business Administration from the University of Toledo. Sandy has been a shoreline resident of Maumee Bay (next to Maumee Bay State Park) since 1987. She also served as the finance director for the city of Oregon from 1987 to 2004. Most recently she received the 2010 Freshwater Future Grassroots Citizens Advocate Award for local aquatic habitat resources in the Great Lakes Basin.

Thomas “Tom” J. Denbow

Mr. Denbow is the director of water and ecological resources for URS Corporation’s Cleveland Office. A littoral landowner, he is the former executive director of the Chagrin River Watershed Partners and a current member at-large on the Chagrin River Watershed Partners Board of Trustees. He also serves as the Chairman of the Cuyahoga Remedial Action Plan Board of Trustees and Chairs the Cuyahoga RAP Coordinating Committee.

Eric B. Dodrill
|
Mr. Dodrill is currently employed by Perkins Township, Erie County, Ohio as Highway Superintendent. Prior to his current position he served nine years as District Director of the Erie Soil and Water Conservation District and has been held various public public positions over the the last 15 years. Prior to public employment, he worked eight years in private surveying and engineering in north and central Ohio. His experience with the development community, governmental agencies and private sector work provides a solid background to approach professional challenges.
Mr. Dodrill has served on committees with the Ohio Federation of Soil and Water Conservation Districts, Erie Regional Planning Commission, Erie County Metropolitan Planning Organization, Erie County Access Management Board of Appeals and local watershed programs. A resident of Huron Township, he enjoys volunteer activities with watershed groups and church family, outdoor activities, fishing, and spending time with his wife, Gail and their two children, Colleen and Alex.

Dan Donaldson

Mr. Donaldson is the District Administrator of the Lake County Soil and Water Conservation District and has worked with the district for more than 10 years. As District Administrator, Mr. Donaldson manages all district programs that include activities in both urban and agricultural arenas on over 146,000 acres. Mr. Donaldson is a member of the Ohio Association of Conservation District Employees, Certified Professional in Erosion and Sediment Control, and the Audubon Society.

Mr. Goudreau is President and CEO of The Goudreau Companies, a group of companies founded in 1926, specializing in real estate development, construction and property management. Mr. Goudreau serves as Life Director & Executive Committee member of the Ohio Home Builders Association; life director, Executive Committee member and 2008 Chairman of the Land Development Committee of the National Association of Home Builders; past president and life director of the Home Builders Association of Greater Cleveland; past president and life director of the Northeast Ohio Apartment Association; is a full member of Urban Land Institute; and a member of the Cleveland Area Board of Realtors. John Hageman
|
As manager of The Ohio State University's F. T. Stone Laboratory, John Hageman is familiar with current Lake Erie issues and is an active participant in several local, state and national conservation organizations. A graduate of The Ohio State University in fisheries management, he chairs the Legislative Liaison Committee for the Pheasants Forever State Council, and is secretary of the Erie-Ottawa-Sandusky County Chapter of Pheasants Forever.
Hageman is also a committee member of the Lake Erie Islands Chapter of Ducks Unlimited, a member of the Outdoor Writers of Ohio and former chair of the Ohio Chapter of American Fisheries Society’s Wetlands Committee. He currently co-chairs the annual Put-in-Bay Underwater Clean-up during Ohio’s annual Coastweeks celebration each September.

Joseph A. Hayberger
|
Mr. Hayberger is a Sandusky, Ohio area Realtor with more than 31 years of experience. A retired school teacher, Mr. Hayberger is a member of the Firelands Association of Realtors, Ohio Association of Realtors and National Association of Realtors. He also serves as the President of the Volunteer Center, President of Leadership Erie County, President for the Association of Retarded Citizens, Vice-President of Sandusky Main Street Association, Vice President of the Salvation Army and member of the Lions Club.

Dr. Robert T. Heath
|
Dr. Heath is a recently retired from his positions as Professor of Biological Sciences and Director of the Water Resources Research Institute at Kent State University. For 38 years Dr. Heath has conducted research on the ecosystem ecology of Lake Erie, Old Woman Creek, the Cuyahoga River and other freshwater ecosystems. Dr. Heath serves on many committees including the Ohio EPA-Source Water Advisory Group, the Great Lakes Aquatic Ecosystem Research Consortium, and the Old Woman Creek Advisory Panel. He is a past-president of the Ohio Academy of Science, and a member of the International Association for Great Lakes Research and the American Association for the Advancement of Science. He is in his fourth term on the Coastal Resources Advisory Council.
Dr. Heath is a 2008 Ohio Lake Erie Award recipient.

Charles Edward Herdendorf
|
Dr. Herdendorf is a certified professional geologist, a certified fisheries scientist and a professional underwater archaeologist. He holds a certificate in coastal engineering from the U.S. Army Corps of Engineers and is a member of the National Society of Professional Engineers. In 11 years of service with ODNR, he held the positions of geologist and Lake Erie section head for the divisions of Shore Erosion and Geological Survey. He served 35 years on the faculty of The Ohio State University, where he also served as director of the Center for Lake Erie Area Research, the Ohio Sea Grant College and the Franz Theodore Stone Laboratory at Put-in-Bay.
Dr. Herdendorf recently held the position of coordinator of the Lake Erie Shipwreck Research Center in Vermilion and now serves as an affiliate scholar in the Environmental Studies Program at Oberlin College. He earned his bachelor’s and master’s degrees of Science, as well as his doctorate’s degree, from The Ohio State University.

James M. Kastelic

Mr. Kastelic is a Senior Park Planner with Cleveland Metroparks and former Deputy Director of the Cuyahoga County Planning Commission. Mr. Kastelic has more than 36 years of experience in city planning, land use regulation, public management, environmental resource assessment and site analysis. He is a member of the Cuyahoga Valley Communities Council, Cuyahoga Soil and Water Conservation District, Ohio Coastal Resource Management Project, Ohio and Erie Canal Towpath Trail Partnership and Dike 14 Environmental Education Collaborative. John P. Keenan
|
Mr. Keenan is a Laboratory Technician for the Ashtabula-based Plasticolors, Inc., where he has worked since 1987. Plasticolors produces pigment dispersions used in many polymers including urethanes, epoxies, acrylic coatings and vinyls. Mr. Keenan received a BS in Mechanical Engineering/Technology from Kent State University in 2000. He was a licensed Realtor from 1991-2005, has served as an Able Bodied Seaman aboard the U.S.M.S. North Star III, Helmsman/Watchman from 1983-1984 and was a Seaman for the Cleveland Cliffs Iron Company and the Interlake Steamship Company from 1978 to 1982. Mr. Keenan has served on the Ashtabula Parks and Recreation Board and was a founding member and past president of The North Shore Trail Rails to Trails program.

Carrie E. Sowden
|
Ms. Sowden is the Archaeological Director at the Peachman Lake Erie Shipwreck Research Center (PLESRC) which is located on the grounds of the Great Lakes Historical Society behind the Inland Seas Maritime Museum in Vermilion Ohio. It is a user-friendly facility where researchers, students, and individuals with an interest in shipwrecks and other maritime topics can use the resources within PLESRC for research purposes. Ms. Sowden is also the MAST Coordinator. MAST stands for the Maritime Archaeological Survey Team, Inc., a nonprofit group dedicated to the documentation of Ohio's underwater historic resources. Formed in March of 2000, MAST is composed of volunteer individuals who support and participate in research, documentation, underwater archaeological surveys, and educational workshops. Each year, PLESRC, GLHS, and MAST host a Nautical Archaeology Workshop.

Tom Szabo owns A Thomas Image, a Concord Township photography studio he opened in 1999. His studio provides aerial, commercial, portrait, underwater and wedding photography services. He is also a certified master Scuba Diver Instructor, has lead international dive travel, and has had photojournalism work published in leading scuba magazines.
Szabo earned an associate’s degree in Applied Science from Lakeland Community College and a bachelor’s degree in Mechanical Technology from Cleveland State University. Vince D. Urbanski

Mr. Urbanski has been an Environmental Planner with Lake Metroparks since 1996. As a planner, Mr. Urbanski oversees the Department of Environmental Planning and Stewardship, the park district’s GIS Specialist and Biologist and is responsible for writing grant and land acquisition requests. Mr. Urbanski is a member of the Grand River Partnership, Chagrin River Watershed Partners and the Lake County Coastal Planning Committee.
